遠雄和北市府針對大巨蛋工期展延原計昨日進入仲裁庭，但遠雄推派的仲裁人施義芳突然請辭，遠雄表示，尊重對方決定，會盡快在這2天重新推派仲裁人，整個仲裁程序而言，最快7月進入仲裁庭，今年底取得裁定，取得大巨蛋工程展延結論。
據了解，施義芳同時也是浮洲合宜宅日勝生推派的鑑定方，在房地產業界具相當分量。施義方昨表示，仲裁方是選任關係，他有自由意志，不需事先向遠雄報備，所以當天才請辭。他說，個人事務非常繁忙，除了擔任日勝生合宜住宅的安全鑑定單位外，公會也有很多案子在忙，所以才請辭仲裁人。
據悉，大巨蛋案工期展延，包括因市府限制土方運送量導致工期延宕343天、以及變更設計大巨蛋和工法調整、提高造價導致工期延後882天，遠雄在104年4月8日提出仲裁案。
遠雄發言人楊舜欽表示，事先並不知道施義芳要請辭，當天才知道，只好尊重他的決定。他進一步解釋，遠雄會推派新的仲裁人，預計7月可以重新進入仲裁庭程序，依法6~9個月可以完成仲裁程序，若無意外，遠雄和北市府最快在今年底可以取得裁定。
由於大巨蛋和日勝生美河市，都在走仲裁程序。相關人士表示，走仲裁不走訴訟的好處是時間快，裁定後要撤銷仲裁的機率小，不像一審動輒耗費1~2年以上，仲裁較精準快速，法律效力等同訴訟。
